This species was kindly identified by John Kramer (co-organiser of the Cranefly Recording Scheme). It was identified as Trichocera, a species of Winter Gnat, from images here.

T. annulata is statistically the most likely species it could be. It was photographed at rest on the trunk of a tree, having emerged from under timber that had just been lifted.

I have been informed that Trichocera are remarkable in that they are able to fly at lower temperatures than most other insects. They were photographed on the 16.02.13. SW4594030947.
